SCI West texas

 

We are grateful to SCI West texas for the vital support that you have provided for our mission over the last two years.

Our request is for $25,000.00 for 2022.

This amount will facilitate our ambitious plan to progress on current programs and to assess new areas of operation.

We have a large ongoing program. SCI West texas funding will specifically facilitate the continuation of our Kruger National Park Low-Light Training & Development Program, highlighted below.

We have included our overall budget and plan for the year, highlighting specifically first the pathway for your dollars.

KRUGER NATIONAL PARK
FINISHING PORTION: LETABA/MIDDLE SECTIONS TRAINING PROGRAM

GOAL: SECURE FINISHING TEAM CAPABILITIES TO STOP RHINO POACHERS IN KRUGER

TRAINING BEGINS MAY - JUNE 2022.

Program:

Continuation of low-light marksmanship and tactics training for 8 sections in Kruger National Park.

Equipment required:

Reflex Sights, Slings, Rifle Rail Upgrades, Rifle Torches, water bottles, shirts for every ranger trained; thermal units for each section.

INCLUDES institution of training protocol/building training capacity and ethos.

Use of Funds:

GOAL: SAVE THE RHINO

FIVE YEAR PLAN: TRULY DEVELOP A FIND, FIX, FINISH MODEL FOR COUNTER POACHING BY IMPROVING INTEGRITY, PROVIDING NECESSARY SKILLS AND COLLABORATING ON BUILDING A HUMAN INTELLIGENCE NETWORK.

TOTAL COST OVER 3 YEARS: $404,000.00

 

TIER 1

GOAL: SECURE FINISHING TEAM CAPABILITIES TO STOP RHINO POACHERS IN KRUGER

March-July

Program Tier 1: Continuation of low-light marksmanship and tactics training.

Equipment provided: Reflex Sights, Slings, Rifle Rail Upgrades, Rifle Torches, water bottles, shirts for every ranger trained; thermal units for each section.

INCLUDES institution of training protocol/building training capacity and ethos.

Cost:

  • Training: $140,000.00

  • Equipment $100,000.00

TIER 2

KRUGER NATIONAL PARK

FIND PORTION: HUMINT TRAINING

GOAL: BUILD AND SUSTAIN KRUGER ENVIRONMENTAL CRIME INVESTIGATION HUMAN INTELLIGENCE PROGRAM TO IDENTIFY POACHING INCURSIONS BEFORE THEY HAPPEN.

Details of this program will be kept closely guarded.

Development of intelligence program within South Africa National Parks to solve the “Find” aspect of our solution.

This program will direct and enable the “finishing” teams we train simultaneously.

Cost:

  • $20,000.00 Training

  • $12,000.00 Equipment

  • $32,000.00 Salaries for classified analyst positions

TIER 3

CLASSIFIED INTERNAL CORruption and integrity PROGRAM

Working with KNP to polygraph and identify corruption and institute best practices to maintain internal ranger level integrity.

Cost: $15,000.00

Classified ISR Program

Visual intelligence gathering via thermal-monitoring aircraft to direct Kruger night operations.

Cost: $85,000.00


TABLE MOUNTAIN NATIONAL PARK

GOAL: STOP ABALONE POACHING SYNDICATES

FIVE YEAR PLAN: BUILD SPECIAL OPS FINISHING TEAM WITH NEVER-BEFORE-SEEN SKILLS. BUILD ROBUST INTELLIGENCE GATHERING AND ANALYSIS DEPARTMENT. IN THIS MODEL, BE ABLE TO PRSENT EVIDENCE TO TARGET ABALONE POACHER BOATS TO INCAPACITATE THE SYNDICATE ACTIVITY.

S.E.A.M. TEAM TRAINING PROGRAM

GOAL: DEVELOP NEW SPECIAL OPS CONTACT AND REACTION TEAM

June-September

Continued development of small-team tactics capable interdiction unit, focusing on three teams.

Start with basic tactics and training building blocks. Include leadership counseling, intelligence consultation and direct unit toward low-vis capabilities. Institute leadership and accountability structure.

Cost:

  • Training $35,000.00

  • Equipment: $55,000.00

  • Salaried ranger position: $22,000.00

TABLE MOUNTAIN 2021

INTEL DEVELOPMENT PLAN

GOAL: CREATE HUMAN INTELLIGENCE NETWORK AND INTEL ANALYSIS CAPABILIITES

June-September

Give new tools, both human and technological to penetrate abalone syndicates and deliver arrest-worthy intel to ranger teams.

Continue with K9 team development.

PENJARI & BENIN K9 AND GEOGRAPHIC SECURITY

GOAL: DESIGN PLAN FOR PARK SECURITY IN HIGH-THREAT AREA

2 Week Assessment May:

Militia activity threatening parks which have been designated a red-zone.

Park request assessment and potential implementation of weapons upgrades/advancement in tactics and K9 patrol unit.

Plan to follow assessment.

Cost: Admin only ($5,000.00) Initial costs covered by African Parks.

ASSET DEVELOPMENT

Allocation of funds to 2 vehicles (Toyota Hiluxes) sponsored by Cloud Defensive/Crye Precision to lower ongoing car rental costs and limit logistical complications. The vehicles will be held at both the Cape Town and Kruger project sites for ongoing use.
